Search for “cannabis in Tokyo” and you will see CBD shops, businesses using the word dispensary, delivery offers and product names that may be unfamiliar. The important distinction comes first: Japan does not have a recreational cannabis retail system. A Tokyo “dispensary” is generally a private cannabinoid retailer, not a licensed shop for ordinary THC flower.
Some finished cannabinoid products may fall outside Japan’s narcotics controls when they meet the rules that apply to their exact product category and composition. That is not a brand-wide promise. The item, current batch, ingredients and supporting test information all matter.

What “legal cannabis” means in Japan
In search results, “legal cannabis” is often shorthand for cannabinoid products offered under Japan’s current rules. It does not mean recreational marijuana is legal. Japan’s Ministry of Health, Labour and Welfare states that unauthorized cannabis use is subject to narcotics-law prohibitions and penalties.
The MHLW also sets different residual delta-9-THC limits for different finished-product categories. A test result for an oil or powder cannot automatically answer the compliance question for an aqueous solution or another product form. Ask whether the documentation matches the finished product, batch and applicable category.
Current warning: old buying guides may still recommend CBN. The MHLW designated CBN as a controlled substance from 1 June 2026 and says products containing it are prohibited to manufacture, import, sell, possess or use outside limited official procedures.
Five checks before you buy
- Identify the exact item. Ask for the full product name, format, ingredient list and cannabinoid amounts—not only a nickname or desired effect.
- Check the current batch. The lot or batch on the package should connect to the document being shown.

- Check the date. A forum post, menu or lab report can outlive a product or rule. Current official guidance and the current batch control the decision.
Shibuya or Shinjuku shop, or hotel delivery?
If a current retailer listing places you near Shibuya, Shinjuku or another area already on your route, walking in can be efficient. Verify the location and opening status from the retailer’s own current page before travelling; directory entries and community lists can go stale.
If you are already back at your hotel, delivery may save time. Ask whether the seller can serve your location now and where the handoff is permitted. Do not bring a product from home on assumption
A product being legal, prescribed or widely sold in another country does not establish that it can enter Japan. Japan Customs lists cannabis among prohibited imports, and the Narcotics Control Department says some controlled medicines require advance permission while others cannot be imported even when prescribed abroad.
